A Discovery Near The Fence
A small, orange-brown puppy presses its body against the base of a chain-link fence. Its paws are tucked tightly against the dirt, and its head is lowered toward the ground. The puppy remains perfectly still as a pair of dark, uniformed legs approaches the metal barrier from the sidewalk.
